Governor Brown Signs Pest-Free Housing Bill

With support from many of you, SB 488, co-sponsored by CHHC members, the California Pan-Ethnic Health Network, the California Association of Code Enforcement Officers, and Regional Asthma Management and Prevention, was signed into law by Governor Brown on August 12th. Please join CHHC in thanking Governor Brown, Senator Hueso, Assemblymember Quirk-Silva, and their staff for their leadership in ensuring the enforcement of healthy housing standards in California.

In signing SB 488, Governor Brown closes a loophole in state law that prevents the enforcement of pest infestations in communities without the services of a Local Health Officer. Starting on January 1, 2014, local code enforcement officers will be able to cite for pest infestations in cities without the services of a Local Health Officer, ensuring that all tenants, regardless of where they live, can have existing laws enforced ensuring their homes are healthy and pest-free.

Finally, we want to extend our thanks to all those that supported this effort, including many members of the California Healthy Housing Coalition.  More information about this issue and a list of supporters can be found here.

Pest-Free Housing Bill Goes to the Governor

SB 488, authored by Senator Hueso and sponsored by CHHC members, the California Association of Code Enforcement Officers (CACEO), the California Pan Ethnic Health Network (CPEHN), and Regional Asthma Management and Prevention (RAMP), cleared an important hurdle in the legislative process, unanimously passing the Assembly Floor on July 3rd.  After a concurance vote on the Senate Floor on July 8th, the bill was handed off to the Governor to either sign or veto.

The bill would  address an existing gap in enforcement by expanding the authority to determine pest infestations to local code enforcement officers in jurisdictions without the services of a Local Health Officer.  This would ensure that all tenants, regardless of where they live, can have existing laws enforced ensuring their homes are healthy and pest-free. While we are happy to pass the legislature, there is still work to be done to pass this into law.  We have twenty organizations supporting the bill so far.  If you’d like to add your group to the list of supporters, you can fax a letter of support to Governor Brown.  Click here for a sample letter, including contact information.
